The Case for Common Code in Connecticut State Government
As various units of the state increasingly store information in electronic form, rather than on paper, there is evolving a greater need for an integrated approach to encryption software, a “common code,” to protect such information. Moreover, where public-private partnerships are preferable, the state should ally itself with local nonprofit organizations that do not have built- in conflicts of interest.
